Sturm & Chong were a pair of Gorilla City hitmen sent to make sure Grodd’s plans in the JLApe annual crossover went smoothly. They were watching another gorilla gangster, Grimm, during his operations in Gotham city. They got mistaken for  rival mobsters by Lady Vic, who killed them. Sturm and Chong were created for the Chuck Dixon & Graham Nolan Batman Annual #23

As you can see pair were based on Vince & Jules from Pulp Fiction.
