Morris Bench aka Hydro-Man made his first appearance in Amazing Spider-Man #212. 

Morris was a dock worker that was knocked into the drink by Spider-Man one day as an experimental generator was being tested.  As the generator was activated, Morris was also bombarded by volcanic gas. Shortly after being rescued from the murky depths, he soon realized he was able to turn his body into water.

Hydro-Man would play a significant role in the 1990s Spider-Man cartoon on Fox.

There is speculation that he makes his feature film fame debut in Spider-Man: Far From Home.
