Trump (not at upset by the Russia investigation that subpoenaed his financial records or his cohort that pleaded guilty), or the backlash of drilling in a National Park or his supporting a known pedophile has decided that he can now draw maps and change where cities are… based on no authority whatsoever.
This is completely clear and rational thinking. He is not deranged or unhinged or colluding because the president cannot collude. He is the president.
